On 12-13 April 2018, HRREC Director John Packer contributed to the anniversary conference of the Convivenza Foundation, held at the University of Zurich, entitled “Managing Linguistic and Ethnic Diversity: Challenges and Opportunities”. Professor Packer spoke about comparative approaches in European Constitutional Law and applicable international norms and standards. His contribution was part of a panel addressing International Measures Promoting and Protecting Minorities.
The conference key-note address by OSCE Secretary-General Dr Thomas Greminger was delivered in the University Hall where Winston Churchill pronounced on 19 September 1946 his startling post-WWII appeal “Let Europe Arise” envisioning a “United States of Europe” built on a partnership between France and Germany. More sombre, SG Greminger addressed the divisions with separate “echo chambers” prevailing in Europe and called for contemporary Europeans to bridge their differences through their shared values, common interests and a 21st century European security arrangement serving all.
