International expert on mediation and dialogue, Professor John Packer, is advising the Organization for Security and Co-operation in Europe (OSCE) Special Monitoring Mission for Ukraine

HRREC Director, Professor John Packer, is presently in Kyiv, Ukraine, advising the Organization for Security and Co-operation in Europe (OSCE) Special Monitoring Mission on ways in which to implement its mandate with specific regard to effective means of dialogue at the local level and a prospective national dialogue as agreed in Geneva on April 17th, 2014.  Prof. Packer is an internationally recognised expert on mediation and dialogue.  From 1995 until 2004, he was Senior Legal Adviser then the first Director of the Office of the OSCE High Commissioner on National Minorities. During this period he was intimately engaged in Ukraine including domestic political issues as well as bilateral and multilateral relations, and he advised on the elaboration and adoption of the first post-Cold War Constitution of Ukraine and the Constitution of the Autonomous Republic of Crimea.
